International Police Association Ukraine Section

International Police Association Ukraine Section (hereinafter – IPA US) was established on April 25, 1996. HRYSHCHENKO Anatolii Ivanovych, former head of the department of National Academy of Internal Affairs, was elected to be the first President of the section.

In 1997, at the I IPA World Congress in Quebec, Canada, Ukrainian section was officially recognized as part of International Police Association, whereupon KONDRATIEV Yaroslav Yuriiovych, Rector of Academy of the Ministry of Internal Affairs of Ukraine, was elected to be its President, who made a significant contribution to formation and development of the section.

International Police Association Ukraine Section (hereinafter – IPA US) was established on April 25, 1996. HRYSHCHENKO Anatolii Ivanovych, former head of the department of National Academy of Internal Affairs, was elected to be the first President of the section.

In 1997, at the I IPA World Congress in Quebec, Canada, Ukrainian section was officially recognized as part of International Police Association, whereupon KONDRATIEV Yaroslav Yuriiovych, Rector of Academy of the Ministry of Internal Affairs of Ukraine, was elected to be its President, who made a significant contribution to formation and development of the section.

Currently, IPA US has 30 regional branches and offices, which unite about 7000 law enforcement officers, law enforcement agencies and civilians, who actively assist the police. Regional offices are headed by both current and veteran police officers who work closely with local law-enforcement agencies.

During the period of its activity, IPA US has established business relations with the national sections of the Italian Republic, State of Israel, Republic of Poland, Slovak Republic, Hungary, Czech Republic, and the Baltic States. Members of our Section took part in IPA congresses and conferences of the International Executive Committee, the symposium "Police - Communication and General Image" which was held in Switzerland, IPA exhibition "Local Police Operational Equipment in Europe" (Italy) and other scientific and practical conferences and seminars to improve organization of combating crime.

In 2004, Ukraine hosted International Youth Meeting, which was attended by 40 children of police officers from 15 countries. An annual exchange of delegations has been established between IPA Ukrainian and Israel Sections, and Italian Section annually takes 20-25 children of Ukrainian law enforcement officers who died in the line of duty. Football teams of Volyn, Rivne and Khmelnytskyi regional branches have repeatedly participated and become champions and winners of international competitions in mini-football among the national teams of national sections of IPA.

IPA US Executive Committee as main governing body of the Section in period between congresses and conferences focuses its efforts on its organizational strengthening, establishing friendly relations with other public formations. Business cooperation with Association of Veterans of the Ministry of Internal Affairs of Ukraine, Council of Trade Unions of Certified Employees of the Ministry of Internal Affairs, Association of Employees of Bodies and Troops of the Ministry of Internal Affairs "Chornobyl" and other public associations of police officers is deepening. IPA ideas are more actively promoted in the media.

The Section assisted Criminal Investigation Department in collecting materials for writing the history of the service, together with GAI Department it took part in holding All-Ukrainian competition of young traffic inspectors. Funds were allocated for gym equipment in the law lyceum of KNUIA, where children study whose parents were injured in the fight against crime, and sports equipment was transferred to peacekeeping contingent. Targeted assistance is provided to police officers and members of their families affected by the floods, veterans of the Ministry of Internal Affairs in need of treatment, and the disabled.

V Congress in December 2012, which determined the priorities of the Section for the next reporting period was Important in the life and activities of the Section. In particular, the Congress stressed the need to radically change work of the Section in sphere of international relations expansion in various areas of this activity. It was also about deepening joint work with the Ministry of Internal Affairs of Ukraine, assisting law enforcement officers in attending international seminars on topical law enforcement issues organized by IPA at Gimborn Training Center (Germany), holding similar conferences and trainings in Ukraine with foreign experts. Main areas of cooperation with Interpol NCB were outlined. It was emphasized that IPA US opportunities will be more widely used for development of sports and mass work, competitions of amateur art among law enforcement workers, cognitive international tourism, expanding Ukraine's participation in projects aimed at strengthening friendly contacts among young people from different countries, etc.

Implementation of a program to involve police officers in learning foreign languages, which is especially relevant in terms of expanding international cooperation in combating crime by exchanging temporary workers in police departments in other countries will become a separate area of activity of the IPA US Executive Committee. All these measures will contribute to further integration of Ukrainian law enforcement agencies into the global law enforcement system.
