At Lviv State University of Internal Affairs (hereinafter – LSUIA), in accordance with the provisions of paragraph 2 of the Resolution of the Cabinet of Ministers of Ukraine No. 559 dated June 2, 2021, "On Amendments to the Procedures Approved by the Resolutions of the Cabinet of Ministers of Ukraine No. 321 of April 5, 2012, and No. 518 of October 1, 2014, and Recognition of Certain Resolutions as Invalid", a permanent working group was established to assess the state of implementation of the rights of persons with disabilities. This working group comprises 19 members (hereinafter – the working group).
The Legal Support Department of LSUIA conducted an analysis of legal normative acts on the rights and obligations of persons with disabilities. Based on this analysis, methodological recommendations were prepared and additionally communicated to the employees of LSUIA in this category.
In January 2025, the working group, in cooperation with the heads of structural units of LSUIA, conducted an assessment of the university’s efforts to uphold the rights of persons with disabilities. This evaluation was carried out in accordance with the Methodology for Assessing the Implementation of the Rights of Persons with Disabilities in the Ministry of Internal Affairs of Ukraine and Central Executive Bodies Directed and Coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs, approved by Order No. 294 of the Ministry of Internal Affairs of Ukraine dated April 11, 2018, and registered with the Ministry of Justice of Ukraine on April 24, 2018, under No. 496/31948, as well as in line with the directive of the Minister of Internal Affairs of Ukraine No. 209/37 dated December 2, 2022, “On the Organization of the Assessment of the Implementation of the Rights of Persons with Disabilities” (hereinafter – the Methodology). A total of 265 university employees participated in the survey.
Based on the analysis of the responses received:
1. Are the draft laws and other legal normative acts developed by the Ministry of Internal Affairs of Ukraine and Central Executive Authorities, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs, aimed at ensuring the rights of persons with disabilities?

2. Do the subjects of the assessment comply with the standard on the number of jobs for employment of persons with disabilities established by part one of Article 19 of the Law of Ukraine “On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine” (hereinafter - the Law)?

3. Do the subjects of the assessment take measures to prevent and combat discrimination against persons with disabilities in accordance with part two of Article 2 of the Law?

4. Are explanatory activities (seminars, meetings, working meetings) conducted with employed persons with disabilities on their rights and responsibilities, as well as with employees of the subjects of the assessment to ensure and respect the rights of persons with disabilities during their work?

5. Are the rights of persons with disabilities to participate in public life on an equal basis with other employees of the evaluated entities ensured (in accordance with the requirements of Part Six, Article 4 of the Law)?

Do the subjects of the assessment comply with the requirements of part three of Article 17 of the Law on preventing refusal to conclude an employment contract or promotion of a person with a disability, dismissal at the initiative of the administration, transfer of a person with a disability to another job without his/her consent on the grounds of disability, except when, according to the conclusion of a medical and social examination, the health condition of a person with a disability prevents the performance of professional duties, threatens the health and safety of other persons or the continuation of employment or change of its character?
