Representatives of the General Secretariat of Interpol Visit Lviv State University of Internal Affairs

 Lviv State University of Internal Affairs (LSUIA) recently welcomed honored guests from the Interpol General Secretariat—Thierry Fernandez and Caroline Bouten—who visited to explore the feasibility of conducting international training programs in Ukraine.

Rector Dmytro Shvets greeted the foreign delegation and underscored the importance of international support, especially amid full-scale war:

"It is deeply encouraging when collaboration with international partners yields tangible results. We have chosen a European development vector and are steadily advancing along that path. Today, our university places a strong emphasis on training that reflects wartime realities: tactical skills, firearms training, drone operations, and—most critically—documentation and investigation of war crimes. This focus is not only timely but essential for our nation. We stand ready to host these training sessions ourselves, and I am confident that joint efforts between police practitioners and our faculty will produce significant outcomes."

Thierry Fernandez, a French Republic police officer with over 30 years of experience, stated:

"I have served in many global hot spots—most notably Iraq and Afghanistan—and I understand how important it is to personally assess the situation on the ground. That is the goal of our mission. We want to convince Interpol's leadership that here in Lviv, training can be organized safely."

Caroline Bouten, with more than a decade of experience in risk assessment, added:

"I joined Thierry's team six months ago, and we are convinced this event in Lviv is feasible. You have the necessary infrastructure, experts, and motivation. I have worked with various EU countries on security for mass events, and I see that your preparation level is high. Yes, Ukraine is still at war, but we want to demonstrate to our leaders that it is safe here and that this initiative deserves support."

The French officers also emphasized that they have the endorsement of the Interpol Secretary‑General, and that the organization is interested in implementing joint projects with Ukraine.

The visit concluded with an inspection of LSUIA's material and technical facilities, discussions on potential cooperation areas, and preliminary agreements for organizing joint training sessions in the near future.
