Scientific school of administrative law and process, financial and information law

The direction of scientific research – administrative-legal and financial-legal support of the activity of the subjects of public administration.

Sereda Valeriy Vyacheslavovych, Doctor of Law, Professor.

Born in 1968 in Horodok, Lviv region. Graduated from Lviv Polytechnic Institute and the Faculty of Law of Lviv Ivan Franko National University.

For more than 20 years, worked in practical units of the internal affairs bodies of Lviv region.

In 2010 was appointed Vice-Rector of Lviv State University of Internal Affairs. In 2011 was awarded the degree of Candidate of Law, defending his dissertation «Public law complaint as a means of protecting a person from illegal actions or inaction of public administration». In 2013 was awarded the academic title of associate professor. In 2015 defended his doctoral dissertation «The phenomenon of disciplinary liability in administrative and legal relations».

Actively participate in the permanent interdepartmental workshop on consideration and scientific examination of dissertation research in the specialty 12.00.07 - administrative law and process; finance law; information law.

On his initiative, a training room, where the workshops and trainings for practitioners and researchers in the field of administrative law are carried out, the results of the discussions of which are the basis for important theoretical and applied research, has been established in the the university.

The author of almost 100 scientific papers, textbooks, teaching and methodological aids, professional publications on administrative law and process.

Scientific interests - problems of administrative law and process, in particular - issues of legal regulation of relations between citizens and the state, including in the face of public administration, guarantees of human rights and freedoms, as well as restoration of violated rights and opportunities to involve the population to public administration.

Scientific school of Economic Security

Directions of scientific development – modern problems of economic security of the state and economic agents, etc. The scientific work in this direction is carried out within the topic “Economic security of the state and economic agents: the status and problems of security” and has a state registration number 0118U003839.

The head of scientific school – Franchuk Vasyl’ Ivanovych.

Franchuk Vasyl’ Ivanovych, Doctor of Economics, Professor, Honored Worker of Education of Ukraine.

He was born on January 10, 1962 in Matsiors’k village, Novoushitskyi district of Khmelnytskyi region. In 1987 he graduated from the Lviv State Institute of Physical Culture with a degree in “Physical Culture and Sports”, in 1993 he graduated from the National University of Lviv Polytechnic in speciality “Economist-Manager”, and in 2004 from the Lviv Institute of Internal Affairs with a degree in Law.

Since 1995 – he works at the Lviv State University of Internal Affairs, he served as a senior lecturer, associate professor, head of the Department of Economic Security, head of the Faculty of Economic Security, Academic Secretary of the University and Vice-Rector for Research. Currently, he is a vice-rector and on a part-time basis professor at the Department of Economics and Economic Security.

In 1995 he defended the Candidate’s dissertation on the topic “The system of physical culture and health management at the enterprise: evaluation and creation", in 2001 he obtained the academic title of associate professor. In 2012 he defended the doctoral thesis on the topic “Theoretical and methodological principles of organizing the system of economic security of joint-stock companies”. In 2012 he obtained the academic title of professor. In 2018, he was conferred a title of “Honored Worker of Education of Ukraine” according to the decree of the President of Ukraine № 135/2018.

He is the chairman of the specialized scientific council D 35.725.04 on the defense of dissertations for the degree of Doctor (Candidate) of Sciences in specialties 21.04.01 - Economic Security of the State and 21.04.02 - Economic Security of Economic Agents. In a rather short period of time, were defended more than 20 postgraduate degree seekers of Doctor and Candidate of Sciences by a specialized scientific council.

He is the author and co-author of more than 160 scientific papers, including 11 monographs, 2 textbooks, 12 manuals, 3 of which are stamped by the Ministry of Education and Science of Ukraine, and 6 scientific articles in scientometric databases Scopus and Web of Science Core Collection. He supervises the scientific research of young scientists, a number of whom are Candidates of Economic Sciences.

Scientific school of criminal procedure, criminalistics and operative-search activity

The direction of elaboration of criminal procedure, criminalistics and operative-search activity issues is headed by Zakharov Vasyl Pavlovych, and elaboration of the issues of information and analytical work in criminal procedure and operative-search activity is headed by Movchan Anatolii Vasylovych.

Zakharov Vasyl Pavlovych, Doctor of Law, Professor.

He was born on June 17, 1954 in Tomsk (Russian Federation). In 1979 he graduated from Tashkent Higher School of the Militia of the USSR, and in 1987 he graduated from the Academy of the Ministry of Internal Affairs of the USSR.

From 1979 to 1995 he held various positions: operative, senior operative, chief of service, deputy chief of the operative unit, and chief of the operative unit.

From 1995 to the present he has been working at Lviv State University of Internal Affairs. Initially, he held the position of head of the Department of operative-search activity, and now - Professor at the same department. In 2002, Vasyl Zakharov successfully supported his thesis "Problems of the activities of operative units of the penitentiary system in combating crime" for obtaining the scientific degree of Candidate of Law; in 2011 – the thesis "Legal, organizational and technological principles of information support of operative-search activity of internal affairs bodies" for obtaining the scientific degree of Doctor of Law, the same year he received the academic status of Professor.

The scholar participates actively in the work of the permanent interdepartmental seminar on review and scientific examination of dissertation research in the specialty 12.00.09 - criminal procedure and criminalistics; forensic examination; operative-search activity.

He is the author of almost 200 scientific works, including inventions, monographs, education and training manuals, scientific publications.

Movchan Anatolii Vasylovych, Doctor of Law, Professor.

He was born on April 23, 1954 in Kryzhopil, Vinnytsia region. In 1976 he graduated from Vinnytsia Polytechnic Institute, in 1993 – the Ukrainian Academy of Internal Affairs.

From 1977 to 2004 he worked in practical units of internal affairs bodies, then until 2014 held senior positions in the Ministry of Internal Affairs of Ukraine.

Since 2014 he has been working in the field of science and education: Professor at the Department of Commercial and Labor Law in PJSC "Higher education institution "Interregional Academy of Personnel Management", since 2016 – Professor at the Department of Operative-Search Activity of Lviv State University of Internal Affairs.

In 2008 he supported the thesis "Normative-legal and organizational principles of the use of operative accounting in operative-search activity of the militia" for obtaining the scientific degree of Candidate of Law. In 2011 he was awarded the academic status of senior researcher. In 2014 he supported the thesis "Theoretical, legal and organizational principles of information and analytical work in the operative-search activity of the militia" for obtaining the scientific degree of Doctor of Law. In 2018 he was awarded the academic status of Professor.

The scholar takes an active part in the in the work of the permanent interdepartmental seminar on review and scientific examination of dissertation research in the specialty 12.00.09 - criminal procedure and criminalistics; forensic examination; operative-search activity. He is a member of two specialized Academic Councils: D 26.007.05 at the National Academy of Internal Affairs and K 35.052.23 at the National Lviv Polytechnic University.

Psychology and Educational Science School

General direction of scientific developments – social and psychological factors for the formation of constructive interaction between the residents of the region and the police units, which corresponds to the problem with the State registration №0115U006502.

The Head of the Psychology and Educational Science School - Kovalchuk Zoriana Yaroslavivna, Doctor of Psychological Sciences, Professor.

Graduate studies carried out at Taras Shevchenko National University of Kyiv.

Kovalchuk Zoriana Yaroslavivna has been working at Lviv State University of Internal Affairs since 2004 as a lecturer, associate professor of the department, since 2012 - Deputy Dean of the Faculty of Psychology of educational and methodological work. In 2006 the lecture defended her thesis titled "Psychological analysis of interpersonal interaction of teachers with high school students" by specialty 19.00.07 - Developmental and Educational Psychology. In 2011 she obtained the academic title of Associate Professor. In 2014 Kovalchuk Zoriana Yaroslavivna defended her doctoral thesis "Genetic and psychological principles of optimization of pedagogical interaction in educational institutions of different types" by specialty 19.00.05 - Social Psychology; psychology of social work. In 2018 she obtained the title of Professor. She has completed a comprehensive training course for specialists for work with children with developmental and stress management disabilities; the 1St level of Gestalt therapy; is a Consultant Psychologist and Consultant in the field of music therapy.

The Author of two individual and three collective monographs, she has more than 130 scientific and educational works. The Author of 8 articles published in Scientometric publications.

Scope of scientific interests - Genetic Psychology, Social Psychology, Developmental and Educational Psychology, History of Psychology, Gestalt Therapy, Music Therapy.

Member of the Specialized Academic Council D 29.051.11 of Volodymyr Dahl East Ukrainian National University. Under her supervision, three candidates of psychological sciences were defended.

General Direction of Scientific Developments – psychotherapy for children, adolescents and youth, systemic support, educational therapy.

Head of the scientific school – Katolyk Halyna Viktorivna, Doctor of Psychological Sciences, Associate Professor.

She studied at the postgraduate school of G.S. Kostiuk Institute of Psychology of the National Academy of Pedagogical Sciences of Ukraine.

H. Katolyk has been working at the Lviv State University of Internal Affairs since 2019 as the head of the Department of Psychology.

In 1990 she defended her thesis “Study of the imagination of student youth” in the specialty 19.00.07 – Pedagogical and Developmental Psychology. In 1997 H. Katolyk received the academic title of Associate Professor of the Department of Pedagogical Psychology of Lviv Regional Institute of Postgraduate Pedagogical Education; and in 2019 defended her doctoral thesis “Self-Concept Child Psychotherapist” in the specialty 19.00.07 – Pedagogical and Developmental Psychology.

H. Katolyk completed a full training course of professional psychotherapeutic training in group psychoanalysis and child and youth psychotherapy. She is a teaching psychotherapist, a supervisor in the field of “Child and Youth Psychotherapy” in the Ukrainian Umbrella Association of Psychotherapists (UUAP), a member of Ukrainian Umbrella Association of Psychotherapists (UUAP), a member of the Coaching Council and Science Commission of Ukrainian Umbrella Association of Psychotherapists (UUAP), the chairman of the UUAP section on child and adolescent psychotherapy, a member of the European Association of Psychotherapy (EAP), a member of the Austrian Association of Child and Adolescent Psychotherapy youth psychotherapy and psychological counseling (ÖKIDS), Deputy Chairman of the Board of the Association of Practicing Psychologists of the Lviv Region.

Author of three individual and three collective monographs, more than 150 scientific and educational and methodical works. Author of 12 articles published in scientific periodicals of other countries and publications included in international scientometric databases. Member of the editorial board of scientific journals of the European Union.

The sphere of scientific and practical interests is psychodynamic integrative child and adolescent psychotherapy, psychology of the self, psychology of personality, group psychoanalysis.

Under the leadership of Halyna Viktorivna Katolik, 4 candidates of psychological sciences approved their theses.

Philosophical and Legal Scientific School

Directions of scientific development – modern problems in the fields of ontology, epistemology, anthropology, axiology and praxeology of law, as well as legal communication, semiotics of law, legal psychology, etc. Scientific works in this area are performed within the framework of the theme “State and Law: Philosophical-Legal and Theoretical-Historical Dimensions”, the state registration number 0119U001414.

Currently, the head of the scientific school is Doctor of Law, Professor, Academician of the National Academy of Sciences of Higher Education of Ukraine and a full member of the International Academy of Informatics Balynska Olha Mykhaylivna..

She was born on June 18, 1974 in Mykolayiv, Lviv region. In 1996 she graduated with honors from the Faculty of Journalism of Ivan Franko Lviv State University, in 2007 - Faculty of Law, Lviv State University of Internal Affairs.

Since 1995 - in Lviv State University of Internal Affairs, where she worked as a researcher, lecturer, associate professor of the Department of Theory and History of State and Law, head of the department of organizing scientific work, now - Vice-rector for scientific work and in combination, Professor of the Department of Theory and History of State and Law, Constitutional and International law.

In 2007 she defended her PhD thesis "Verbal behaviorism in the activities of law enforcement agencies: philosophical and legal aspect", in 2013 - her doctoral dissertation "Semiotics of law as a philosophical and legal paradigm." In 2011 she was awarded the academic title of associate professor, in 2016 - professor.

She is the head of the editorial board of the scientific and analytical journal "Social and Legal Studios", which is included in the List of Professional Scientific Publications of Ukraine in Legal, Economic and Psychological Sciences (category B). Acts as Deputy Chairman of the Expert Commission on Secrets and Deputy Chairman of the Scientific and Methodological Council of Lviv State University of Internal Affairs; she is a member of multilevel certification commissions; is an expert of the National Agency for Quality Assurance in Higher Education.

Author of over 200 scientific and educational works, including monographs, manuals, dictionaries, professional articles on the problems of philosophy and semiotics of law, theory of state and law, legal psychology and philosophy of communication. Supervises scientific researches of young scientists, a number of them are already candidates of legal sciences.

Scientific School of Criminal Law and Criminology

The direction of the development of the problems of the General part of the criminal law of Ukraine is headed by Hryshchuk Viktor Klymovych, and the problems of the Special part of the criminal law of Ukraine and the problems of criminal-legal qualification are headed by – Navrotskyy Vyacheslav Oleksandrovych.

Hryshchuk Viktor Klymovych, Doctor of Law, Professor, Academician of the National Academy of Higher Education of Ukraine, Corresponding Member of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine.

He was born on January 27, 1950 in the village of Sokhuzhentsi, Izyaslav district, Khmelnytskyy region. During 1971-1976 he studied at the Faculty of Law of Ivan Franko Lviv State University, graduating with honors. He continued his postgraduate and doctoral studies at the Taras Shevchenko Kyiv State University.

In 1985 he defended his dissertation "Codification of the legislation of advanced socialism" for the degree of Candidate of Law. In 1988 he was awarded the academic title of Associate Professor of the Department of Criminal Law and Criminology. In 1993 he defended his dissertation on "Codification of the criminal legislation of Ukraine: problems of history, theory and methodology" for the degree of Doctor of Law (specialty 12.00.08). In 2001 he was awarded the academic title of professor of the same department.

From 1989 to 2001 Hryshchuk V.K. was a scientific consultant to the committees of the Verkhovna Rada of Ukraine. He participated in the development and amendment of more than 70 bills.

He is the chairman of the permanent interdepartmental seminar for the review and scientific examination of dissertation research in the specialty 12.00.08 - criminal law and criminology, penal law, and also works in the permanent interdepartmental seminar for the review and scientific examination of dissertation research in the specialty 12.00.12 - philosophy of law. He heads the specialized academic council K 35.725.02 at the Lviv State University of Internal Affairs (specialties 12.00.08 and 12.00.12). He is the scientific supervisor of the topic "Research and Development" (Problems of reforming the legal system of Ukraine) (state registration - № 0112U007492).

Author and co-author of more than 200 scientific and scientific-methodical works, 4 monographs, 23 teaching aids (including 6 sole proprietors), etc.

In 2006, his textbook “Criminal Law of Ukraine. General part ”was awarded a diploma of the VI All-Ukrainian competition for the best legal publication, conducted by the Union of Lawyers of Ukraine. In 2007 he was awarded the honorary title "Honored Lawyer of Ukraine", in the same year he became the winner of the All-Ukrainian competition "Lawyer of the Year 2007" in the nomination "Lawyer-Scientist".

Vyacheslav Oleksandrovych Navrotsky, Doctor of Law, Professor, Corresponding Member of the National Academy of Sciences of Ukraine.

He was born on January 20, 1951 in the town of Lyubeshiv, Volyn region.  He graduated from the Faculty of Law of Ivan Franko University of Lviv (1978).  From 1978-1981 he was a graduate student of the Kharkiv Law Institute.

In 1982 he defended his dissertation on the specialty 12.00.08 - criminal law and criminology; criminal - executive law on the topic "Criminal liability for water pollution".  In 1990 he was awarded the academic title of associate professor of criminal law and criminology.

In 2000 he defended his dissertation on "Theoretical problems of criminal law qualification" for the degree of Doctor of Laws (specialty 12.00.08).  In 2002 he was awarded the academic title of professor.

He is a member of the specialized academic council K 35.725.02 at the Lviv State University of Internal Affairs (specialties 12.00.08 and 12.00.12). He works in a permanent interdepartmental seminar for review and scientific examination of dissertation research in the specialty 12.00.08 - criminal law and criminology, criminal executive law.
